All projects that have to comply with PAS 2035, must be evaluated on completion to confirm that the intended outcomes agreed at the outset have been achieved and to provide feedback to the resident client and the project team. Initially, a ‘basic evaluation’ will suffice, and this can be carried out by the Retrofit Coordinator. However, if this ‘basic evaluation’ identifies any issues of concern, an independent, qualified Retrofit Evaluator must be appointed to carry out further investigations.

The first stage of these would be an ‘intermediate evaluation’, but if this does not resolve all the issues an ‘advanced evaluation’ would be triggered. It is recommended that when appointing a Retrofit Evaluator, they are commissioned to carry out an intermediate evaluation’ in the first instance. Full details of the requirements of PAS 2035 for evaluation are in section 14 of the PAS 2035 document, but a summary of the three levels of evaluation is as follows:

Basic Evaluation – a measures-specific questionnaire to the client and any resident clients to establish if there is any dissatisfaction with any of the processes or outcomes and if there are any unintended consequences or anything not working as it should.

Intermediate Evaluation – this requires an inspection of the dwelling to confirm that all measures are correctly installed, to record the internal conditions and to carry out an interview with the resident client.

Advanced Evaluation – this is a full investigation into whether the installation is consistent with the retrofit design, a thermographic survey and the monitoring of internal conditions over at least 12 months.
